If your hosting company offers you Fantastico there are built in scripts for a number of things, 3 of which are for setting up a photo sharing site. All the scripts within Fantastico are free and very simple to set up, all you need is the ability to set up an SQL database and it will install for you. I recommend the Coopermine script as the one to go with. You can have people sign up and upload photos, add them from other sites, comment on them, hide them, everything.
